The Department of Planning (DOP) is one of the staff departments under the Department of State for Agriculture (DOSA). It is primarily concerned with sectoral development planning comprising project preparation, policy analysis and formulation, Monitoring and Evaluation of projects and programs and data collection and analysis on the agriculture and natural resource's sector. The four main sections are as follows:

 Policy Analysis and Formulation (PAF) Section

 Programs/Projects Development and Control (PPDC) Section

 Monitoring and Evaluation (M & E) Section

 Agricultural Statistics and Resources Economics (ASRE) Section.

 General Functions

In broad terms, its principal mandates include:

 The systematic formulation of short, medium and a long-term sectoral development planning within the approved and prioritized macro-level policy objectives of the government for agriculture and natural resources sector;

 The designing of appropriate policy instruments and strategies for the effective implementation of projects and programs within the sector, and critically review draft strategies against policy objectives; 

 The collection, collation and analysis of both primary and secondary agriculture and natural resources data and the preparation of appropriate reports and other documents;

The preparation of projects and programs within the sector, and their effective control; and

systematic monitoring and evaluation of the progress of   ongoing projects and program activities in order to assess their successes and shortcomings adjusting them under changing conditions of time.

This Department is headed by a Principal Planner assisted by a Senior Planner and two planners. The main functions of the section include:

The designing of appropriate and effective monitoring and evaluation systems for the various technical departments of the MANR;

The training of its staff as well as others from technical departments under MANR in M&E systems for the effective control of the various ongoing programme and project activities;

The periodical reviewing and evaluating all donor-sponsored projects and programmes in line with their objectives and where necessary recommending changes to achieve the desired objectives;

The undertaking of socioeconomic studies related to agriculture and natural resource's sector; and

The provision of quarterly and annual reports on the implementation status of major projects/projects under MANR.

Principal Planner

Administratively he or she is the head of the M&E section of the department. His/her responsibilities include the following:

The formation of appropriate M&E systems for the various programmes/projects under the different technical departments within the MANR;

Coordinate socioeconomic and baseline studies related to agriculture and natural resource's projects/programmes;

Closely monitor the various programmes/projects under MANR against desired objectives and evaluate ongoing activities as a continuing effort to adjust them to experiences gained and changing conditions in time;

Prepare monthly, quarterly and annual progress reports; and

Senior Planner

The Senior planner Also deputises for the Principal Planner when the need arises. The job of the Senior Planner is mainly to assist the Principal Planner in the execution of the section's main activities. These include the following:

To assist the Principal Planner in the formulation of effective M&E systems for the assessment of the different projects/programmes activities against the expected outputs; 

To assist the Principal Planner in the incentivisation of monitorable parameters used for the monitoring/evaluation of the various programme and project activities under MANR; and

To participate fully in the preparation of monthly, quarterly, and annual progress reports reflecting the activities of the section and assessing each project/programme activity and recommending logical consistencies among alternative strategies for attaining desired objectives.

Planner

The planner like other sections of the department, the principal role of a Planner is to assist both the Principal and Senior Planners of the section in the execution of their assigned tasks.

This unit is responsible for the analysis, formulation. and assessment of broad policy issues as they relate to agriculture and natural resources policy objectives and their interrelationship with the general stabilization and development policy shifts of the government. Its principal mandates are discerned as follows:

 Assist technical departments within MANR in the analysis and formulation of subsector policy objectives and strategies relating to the agriculture and natural resource sector in line with the macro-policy shifts of the government;

 Assist in the preparation of appropriate policy instruments and measures regarding the implementation of projects and programmes;

To critically review and periodically adjust MANR's sub-sectoral policy objectives under the changing macro-policy conditions over time;

To coordinate the preparation of the annual budget speech of all the technical departments.

Like other units of the department, the Policy Analysis and Formulation (PAF) comprises of a Principal Planner, a Senior Planner and two Planners.

Principal Planner

Heads the section and overseas the overall functioning of the section and the duties are discerned as follows:

To assist in policy identification, analysis and formulation for the agriculture and natural resource's sector;

To periodically review and adjust policy objectives and strategies in line with the changing macro-policy shifts of the government;

To prepare short, medium and long-term perspective, development programmes/projects and strategies for agriculture and natural resources;

Review and evaluate all monthly, quarterly and annual progress reports;

Coordinate the preparation of MANR's Master Plan;

To prepare policy oriented country position papers for presentation in workshops, seminars, and conference both home and abroad as may be assigned by the Director, and,

Take part in consultancies related to agriculture and natural resource's sector development.

Senior Planner Like other sections the Senior Planner takes directives mainly from the principal Planner and wherever necessary deputises for him, although he may be requested by the Director to take up assignments directly. The primary duties/responsibilities include:

To assist the Principal Planner in the analysis and formulation of agricultural and natural resource's sector policies:

Participate actively in national as well as international workshops, seminars and conferences:

Undertake policy-oriented studies as assigned by the Directorate, and,

Participate in the sectoral working groups for the development of agriculture and natural resources.

Planner

The principal functions of a PAF Planner are to assist as far as possible the various assignments of both the Principal and Senior Planner. He is mainly responsible for:

The presentation of the groundwork for policy analysis and formulation;

Collect the necessary data and other inputs for the preparation of sectoral policy papers for agriculture and natural resource's sector: and,

Undertake actively other assignments given by the Principal Planner, Senior Planner, and the Directorate.

 

This is the section charged with the following primary responsibilities:

To carry out the systematic formulation, analysis and appraisal of projects and programs for the agriculture and natural resource's sector;

To carry out the programming and budgeting activities of the various technical departments within MANR through the coordination of the Program Budgeting System (PBS) activities;

To organize training for the staff of the technical departments on project identification, preparation and appraisal;

To assist all technical departments within MANR in the establishment of a viable and easy financial information system which can be effectively utilized by the directorate for simple financial management. The section is headed by a Principal Planner, assisted by a Senior Planner, and three Planners.

Principal Planner

The Principal Planner is the head of the PPDC section with the following primary duties and responsibilities:

To coordinate all activities of the section with related activities of other sections of the department, encompassing the program and project activities of other technical departments within MANR and other aligned ministries, NGO's and Parastatals;

To identify, prepare and appraise projects and programs for the MANR, critically reviewing ongoing projects and program activities and assessing their viability/sustainability within the development policy dynamics of the country;

To supervise the systematic collation and analysis of the development and recurrent budgets of all the technical departments of MANR through the use of the Program Budgeting System (PBS);

To review, evaluate and compile all monthly, quarterly and annual progress reports;

Participate as the department's representative to the working committees charged with the responsibility of reviewing, evaluating and coordinating the activities of projects and programs within MANR;

Assist in the preparation and coordination of socioeconomic studies, project feasibility and appraisal missions as may be assigned; and

Participate in the preparation of country papers, work with projects and program consultancy missions, and participate in various national and international workshops, seminars and conferences as may be assigned by the Director.

Senior Planner

The Senior Planner in the PPDC section is directly answerable to the Principal Planner, and where necessary deputizes for him or her. His/her principal duties are:

To assist the Principal Planner in the identification, preparation and appraisal of programs and projects for agriculture and natural resource's sector;

To supervise and coordinate the assignments of planners directly under his/her authority;

To assist the Principal Planner in the collation and preparation of development and recurrent budgets of all technical departments of MANR using the Program Budgeting System (PBS);

To prepare the groundwork for the review, evaluation and compilation of all monthly, quarterly and annual progress reports; v. Also to participate in high level official missions, workshops, seminars and conferences both home and abroad; and

To prepare medium and long-term perspective development programs/projects and strategies for agriculture and natural resource's sector.

Planner

The Planner is under the direct supervision of the Senior Planner but may also directly assist the Principal Planner where the need arises. A Planner's duties include the following;-

Assist both the Principal and Senior Planners in identifying, preparing and appraising agriculture and natural resource-based programs and projects; and,

Undertake all assignments given by the Senior Planner and/or the Principal Planner.
